Drive into the Dock C Workshops Compound through the black chain-wire gates, and park near the deck in front of the shipping containers.  

The Tool Library is in the shipping containers with the Blue/Green Marine life mural on the end of Dock C Workshops, directly opposite the entrance to Eat Street.
